Florida Cannabis Business for Sale

Florida's cannabis program is administered by the Office of Medical Marijuana Use (OMMU) within the Florida Department of Health. OMMU writes and enforces the state's medical cannabis rules, operates the statewide Medical Marijuana Use Registry, certifies testing laboratories, and licenses every Medical Marijuana Treatment Center (MMTC) authorized to cultivate, process, and dispense cannabis in Florida.

Florida cannabis is governed by Florida Statutes §381.986 and OMMU's implementing rules. Florida uses a vertically integrated license model: each MMTC license-holder must cultivate, process, transport, and dispense cannabis under a single license — standalone retail, cultivation, or processor licenses do not exist. This makes MMTC licenses some of the most valuable cannabis licenses in the country.

Florida MMTC licenses are transferable through a state-approved change-of-ownership process administered by OMMU. Buyers must demonstrate financial qualification, operational capacity, and pass regulatory and background review. Typical timelines run roughly 90 to 180 days from definitive agreement to regulatory close, depending on review depth and buyer profile. Municipal sign-off may also be required for the underlying dispensary or cultivation locations.

Florida remains a medical-only cannabis market in 2026. The adult-use ballot initiative (Amendment 3) failed to qualify for the 2026 Florida ballot after the Florida Supreme Court declined to review the signature dispute in March 2026, and the Florida Legislature did not enact adult-use reform in the 2026 session. Florida's existing MMTC framework, dispensing only to registered medical patients, remains in effect. Sponsors continue to pursue future ballot cycles, which underwrites long-term optionality for MMTC license-holders.

OMMU has issued roughly 28 active MMTC licenses statewide. Because each license is vertically integrated and the cap is binding, MMTC valuations have historically ranged from approximately $10M to $50M+ per license, with operating, multi-dispensary MMTCs at the upper end. Florida also has a large and concentrated patient registry measured in the hundreds of thousands, supporting strong same-store dispensary economics.

Florida's MMTC base includes large multi-state operators (Trulieve, Curaleaf, Verano, Cresco/Sunnyside, Ayr Wellness, Parallel, Jushi, Liberty Health Sciences, and others) alongside Florida-focused operators.
