Florida voters approved medical cannabis through Amendment 2 in 2016, and the legislature implemented it the following year through Section 381.986, Florida Statutes. The result: one of the largest and most consolidated medical cannabis programs in the United States, serving more than 900,000 registered patients through 700+ dispensary locations.
Florida is structurally unlike every other state Cannaspire serves. There is exactly one cannabis license type — the Medical Marijuana Treatment Center (MMTC) — and it is vertically integrated by statute. The Office of Medical Marijuana Use (OMMU) within the Florida Department of Health licenses, inspects, and enforces compliance for every MMTC in the state.
The license count is tied directly to patient growth — Section 381.986 requires the Department of Health to issue four new MMTCs for every 100,000 patients added to the registry. The most recent general batching cycle closed in 2023, with 22 Letters of Intent issued in November 2024 to bring the total active and approved MMTC count to roughly 47. With 900,000+ registered patients, substantial unissued license capacity has accumulated — the next general batching cycle is anticipated as patient growth continues to trigger the statutory rule.
