Maryland voters approved adult-use cannabis through Question 4 in November 2022, and adult-use retail sales launched on July 1, 2023 when existing medical dispensaries converted their licenses. First-year sales reached roughly $1.1 billion, and the market climbed past $1.3 billion in 2025. Maryland cannabis consulting has never been more valuable, especially with a second round of licenses on the horizon.
The Maryland Cannabis Administration (MCA) oversees all licensing, compliance, and enforcement under the Cannabis Reform Act. Maryland made history as the first state to open its primary licensing round exclusively for social equity applicants, awarding 205 new social equity licenses by lottery in 2024. License categories include standard and micro grower, processor, and dispensary licenses, plus incubator space and on-site consumption lounge licenses. The big opportunity now is the second licensing round. The round is contingent on a state disparity study and has not opened as of mid-2026.
