Missouri voters legalized adult-use cannabis in November 2022 through Amendment 3, which added adult-use rights to Article XIV of the state constitution. Adult-use retail sales began on February 3, 2023, and the market has grown into one of the strongest in the Midwest. Missouri operators reported roughly $1.52 billion in combined sales in 2025, the highest annual total on record, with adult-use accounting for about 89 percent. A low 6 percent state excise tax keeps Missouri competitive and helps the legal market capture demand from the illicit market.
The Division of Cannabis Regulation (DCR), within the Department of Health and Senior Services, licenses, inspects, and enforces compliance under Article XIV and the rules at 19 CSR 100-1, using METRC for seed-to-sale tracking. Here is the reality every new operator needs to understand: the comprehensive licenses (dispensary, cultivation, and manufacturing) are capped by congressional district and have effectively been closed to new applicants since the program began. New comprehensive licenses are not being issued. The only ways into those categories are acquiring an existing license through a regulated change of ownership or winning a microbusiness license through the lottery.
That makes timing everything. DCR has confirmed the third round of microbusiness applications will run July 13 to 27, 2026, with a Missouri Lottery drawing on September 9 and license issuance expected in December. Microbusiness licenses are reserved for eligible applicants from communities affected by cannabis prohibition, and they are the clearest path to facility ownership for new Missouri operators right now.
