New York legalized adult-use cannabis on March 31, 2021 with the Marihuana Regulation and Taxation Act (MRTA), and the first legal retail sale took place on December 29, 2022 at Housing Works Cannabis Co in Manhattan. The market has scaled fast since: adult-use retail sales reached roughly $1.69 billion in 2025, and the state's Office of Cannabis Management projects about $2.6 billion for 2026.
The Office of Cannabis Management (OCM), governed by the Cannabis Control Board (CCB), administers every license, inspection, and enforcement action under the MRTA. New York issues more than a dozen license classes — cultivator, processor, distributor, retail dispensary, microbusiness, and several specialty types — and by August 2026 the state had issued more than 2,300 adult-use licenses with roughly 700 dispensaries open statewide.
