North Carolina Cannabis License Types

North Carolina has not yet established a statewide cannabis licensing system, as medical and recreational cannabis remain illegal. However, past legislative efforts, such as Senate Bill 711, have outlined potential licensing structures that could be implemented if legalization moves forward.

Potential Medical Cannabis Licenses

If a regulated medical cannabis program is established, licensing may be modeled after Senate Bill 711, which proposed the following:

  • Medical Cannabis Supplier License – Limited to 10 statewide licensees, each allowed to operate up to four medical cannabis centers. Applicants would need to demonstrate at least two years of state residency, majority ownership, and five years of experience in a cannabis-related business.
  • Independent Testing Laboratory License – Up to five independent labs would have been authorized to ensure product safety and compliance.
  • Employee Registration – All employees and directors of licensed businesses would have been required to obtain registration identity cards.

Proposed licensing fees included a $50,000 nonrefundable application fee, $5,000 for each additional facility, and an annual renewal fee of up to $10,000.

Potential Recreational Cannabis Licenses

If North Carolina legalizes recreational cannabis, a licensing structure may follow proposals from House Bill 626 and Senate Bill 346, which aimed to regulate production and sales. These bills suggested:

  • Cultivation Licenses – Allowing businesses or individuals to grow cannabis under regulated conditions.
  • Processing Licenses – Permitting the manufacturing of cannabis products such as oils, edibles, and tinctures.
  • Dispensary Licenses – Authorizing retail sales to adult consumers.

Senate Bill 346 also proposed home cultivation rights, allowing individuals to grow up to six plants, and a 20% tax on marijuana products.
