Rhode Island legalized adult-use cannabis in May 2022 under the Rhode Island Cannabis Act, and retail sales began on December 1, 2022 through the state's existing medical compassion centers operating as hybrid retailers. The Cannabis Control Commission (CCC) regulates licensing, compliance, and enforcement. The market is compact but real. Adult-use sales reached roughly $94 million in 2024, with 2025 tracking at a comparable pace. The defining event for 2026 is H 8544, signed into law and effective June 10, 2026. It removed the Rhode Island residency requirement, revised the social equity criteria, voided the prior application round (with fee refunds), and ordered the CCC to launch a new retail license application process and a new social equity certification process within 60 days. Adult-use retail carries roughly 20% in combined tax at the register (a 10% state cannabis excise, a 3% local cannabis excise, and the 7% state sales tax).
