Rhode Island's retail market is defined by scarcity. The Cannabis Act caps total retail at 33 licenses: nine compassion centers (the original medical dispensaries) plus 24 new retail licenses. The compassion centers that converted to hybrid retailers have run the entire adult-use market since sales began in December 2022, generating more than $323 million in combined adult-use sales. As of early 2026, eight of the nine compassion center slots are operating.
The Cannabis Control Commission (CCC) regulates the market, and H 8544, effective June 10, 2026, revised the state's residency terminology. But the defining fact for this license is structural: no new compassion center licenses are being issued, so the hybrid category is effectively closed to new entrants except by acquisition.
Bottom line: You cannot apply for a brand-new hybrid retailer license. The realistic path is to acquire an existing compassion center and its hybrid authorization, which means this is a mergers-and-acquisitions play, not an application play.
What a hybrid retailer license lets you do
A hybrid cannabis retailer is a compassion center that sells to both markets:
- Dispense medical cannabis to registered patients and caregivers
- Sell adult-use cannabis to consumers 21 and older, up to one ounce per transaction
- Source from licensed cultivators, manufacturers, and the medical supply chain
- Operate as a vertically capable medical operator, with cultivation and manufacturing privileges tied to the compassion center model
Because hybrids serve patients and adult-use customers from the same store, they have been the backbone of the market while the 24 new retail licenses work through their delayed rollout.
How you get one: the compassion center path
A hybrid retailer license is not a standalone license you apply for. It is an authorization layered on top of a compassion center license. To become a hybrid retailer, a compassion center must be in good standing with the Department of Business Regulation and pay a $125,000 fee into the Social Equity Assistance Fund, after which it may sell adult-use cannabis.
Since the state is not issuing new compassion center licenses, the way to enter is to acquire an existing compassion center, along with its hybrid authorization, through a negotiated transaction and a CCC-approved change of ownership.
